Geng Naiguo put forward three requirements for carrying out thematic education in a solid manner. Second, we must focus on goals and tasks and truly grasp the key priorities of carrying out thematic education. We must focus on theoretical study, focus on strengthening individual self-study, conduct concentrated learning, give special party classes, and enrich learning methods; we must promote work and entrepreneurship, focus on strengthening party building work, focus on strengthening party organizations' participation in decision-making, promote continuous improvement of school management quality, build a solid bottom line for campus safety, and improve the level of serving teachers and students; we must carefully inspect and rectify, focus on promoting the inspection and rectification of grassroots party organizations, focus on strengthening inspection and rectification of party members and leading cadres, and urge party members to do a good job in inspection and rectification. Third, we must strengthen organizational leadership to ensure that our school’s thematic education achieves solid and effective results. We must strengthen leadership responsibilities, play a "key role", adhere to overall coordination and combination, highlight "effective role", focus on creating a strong atmosphere, strengthen the "guiding role", and organize and carry out thematic education well, and make new contributions to the construction of a Chinese-style modern new Liaoning.
